The Canadian government has officially initiated a search for a local team to renovate 24 Sussex Drive, the iconic official residence in Canada. The goal is to make the property habitable once again so that future prime ministers can reside there. This procurement notice marks the beginning of the much-anticipated rehabilitation project, inviting domestic companies to showcase their capabilities for consideration.

The selection process involves identifying seven finalists in the initial stage, who will then advance to a national design competition. The winning team will secure a design and construction contract by the fall of 2027. The government is seeking a visionary design that emphasizes the use of Canadian materials to convert the stripped-down residence into a secure and modern living and working space for upcoming prime ministers.

Emphasizing the national and historical significance of the project, the Request for Qualification (RFQ) stresses the importance of Canadian involvement throughout the renovation process. The vacant official residence has deteriorated over the past decade, requiring extensive work to remove hazardous materials like asbestos, mold, and rodents.

Prime Minister Mark Carney has described the current state of 24 Sussex Drive as an “embarrassment” and has unveiled plans to restore the heritage home through a design competition and fundraising campaign. To date, Canadians have contributed over $735,000 towards the $50 million fundraising target.

The RFQ outlines specific criteria for the competition, including the creation of private living quarters for the prime minister and their family, along with spaces for work, meetings, and events. The winning team will also be responsible for ensuring universal accessibility, landscaping, and heritage restoration. The Royal Architectural Institute of Canada will evaluate design concepts, while a technical evaluation board will assess construction plans, budgets, and schedules.

Competing firms are required to include Indigenous participation of at least five percent of the contract’s total value in their proposals. Details about the renovation costs are yet to be determined, with the construction budget expected to be disclosed in the next phase of the procurement process. The main objective is to transform 24 Sussex Drive into a symbol of Canada that meets contemporary needs and stands the test of time.
