“New Report Reveals Failures in Child Protection System”

The images of these individuals continue to disturb us.

Victoria Climbie, Daniel Pelka, “Baby P” Peter Donnelly, Star Hobson, and Arthur Labinjo-Hughes are all victims of those who should have cared for them, failed by those who should have shielded them.

Today, a new report has exposed shortcomings by the authorities leading to Sara Sharif joining this tragic list. Lord Laming, the expert in child protection who chaired the investigation into Victoria’s death in Haringey in 2000, expressed his dismay following Baby P’s tragic fate eight years later in the same London borough.

Similar to Victoria, Peter was under the care of welfare and health services, yet he perished despite the changes made after Laming’s inquiry. Lord Laming stated back then: “My expectation was that Haringey would establish services setting a high standard of practice.

“While our recommendations were not solely aimed at Haringey but were meant for all services nationwide, I had hoped they would motivate Haringey to declare ‘never again’.” Sara’s case bears resemblances to Victoria’s ordeal.

Both suffered physical abuse, confinement, and cruelty at the hands of their primary caregivers. When Victoria passed away in February 2000, she weighed only 3st 10lb and bore 128 distinct injuries. Despite being seen by numerous social workers, nurses, doctors, and police officers, they failed to detect and halt the abuse.

The recurring themes in these cases include inadequate communication, neglecting concerns, administrative errors, and most importantly, deceitful caregivers who manipulate authorities.

At the core of each tragedy lies a child whose voice is ignored or not given the necessary attention by overstretched public services. It is unrealistic to believe that no more children will join this list in the future.

Mistakes are inevitable in our professions, a fact I understand as a journalist. However, the best approach to handling them is through transparency, openness, and a willingness to adapt as the situation evolves.

To prevent similar failings in the future, we must acknowledge errors and strive to learn from them. Let us not forget that it was Urfan Sharif who took Sara’s life.
