“UK Teacher Fined for French Cigarette Drop Mix-up”

A retired teacher in the UK has been fined £100 for dropping a cigarette on the street while having breakfast in France. The incident occurred when a motorist, 250 miles away from the location, threw a cigarette butt out of a car window onto a street in Clifton. The individual, Ray Weatherburn, was surprised to receive a fine as his vehicle was immobilized in Northumberland at the time. Nottingham City Council alleged that Weatherburn discarded the cigarette on August 13, despite his denial of ever smoking.

Weatherburn, a former British champion 800m runner, expressed his frustration at receiving the penalty notice, stating that his car was not in the vicinity at the time of the alleged offense. After providing evidence to prove his innocence, including passport stamps and petrol receipts, the case was eventually dismissed. However, he later received a letter inviting him to participate in the Immediate Justice scheme, which offers community work as an alternative to court proceedings.

Nottingham City Council apologized for the confusion caused to Weatherburn but did not provide a clear explanation for the initial fine. Weatherburn raised concerns about potential identity fraud, as another individual was linked to his address and car. Despite the council attributing the situation to a technical error, Weatherburn remains perplexed and stressed by the lack of clarity surrounding the incident. The council declined to comment on individual fixed penalty notice cases.
